Computer and Information Systems Manager, Journeyman (2)

Job Description:

Plan, direct, or coordinate activities in such fields as electronic data processing, information systems, systems analysis, and computer programming for DoD communication systems and networks. Support U.S. Navy or DoD programs by developing and maintaining user manuals, installation and system operation guides, release notes, and API documentation. Collaborate closely with engineers, developers, product managers, and other stakeholders to gather and structure information, edit content for clarity and consistency, and create diagrams and visual aids. Manage documentation within CMS tools and controlled review cycles, conduct product research, and ensure all deliverables remain accurate, compliant, up to date, and focused on end-user needs.

Primary Duties and Responsibilities:
 
  • Develop and maintain a range of technical documentation, including user manuals, installation and system operation guides, release notes, and API documentation.
  • Stay current with industry trends and technical writing best practices while conducting thorough research to build a strong understanding of products, systems, and technologies.
  • Review and edit content created by others for clarity, accuracy, and consistency. Ensure all documentation adheres to company standards and guidelines. 
  • Keep end users at the center of all documentation by producing clear, easy-to-use content and incorporating their feedback to enhance overall documentation quality.
  • Organize and present content in a clear, user-friendly structure, creating diagrams, flowcharts, and other visual aids to enhance understanding.
  • Gather information and define documentation requirements by collaborating closely with engineers, developers, product managers, and other stakeholders.

Required Qualifications:
  • Minimum of three (3) years of experience relevant to above-mentioned duties and responsibilities.
  • Active DoD 8570/8140 compliant baseline certification (e.g., CompTIA Security+ CE, CISSP, SSCP, or equivalent) required prior to start.
  • Understanding of configuration management, document control, and formal review/approval processes in regulated environments.
  • Ability to collaborate effectively with engineers, program managers, SMEs, and cross-functional teams.
  • Knowledge of software, hardware, or systems engineering concepts relevant to Navy/DoD programs

Desired Qualification:
 
  • 3–5 years of technical writing experience supporting U.S. Navy, DoD, or defense-contractor programs
  • Familiarity with military and government documentation standards (e.g., MIL-STD, S1000D, NAVSEA guidance)
  • Experience developing technical manuals, SOPs, training materials, or system documentation for complex systems

Education Requirements: 
 
  • Bachelor’s degree in one of the following fields: Engineering (any discipline), Computer Science, Information Technology, or other technical discipline. (Six (6) years of relevant professional experience may be substituted for the bachelor’s degree.)

Security Clearance Requirements: Secret

  • Typical office environment:
  • Must be able to sit or stand at a workstation for extended periods.
  • Occasional standing while working in server rooms or at patch panels.
  • Must be able to view computer screens for long periods.
  • Ability to distinguish color-coded cabling and indicator lights.
  • May require walking between different buildings or workstations.
  • Must be able to communicate clearly with technical teams and end-users.
  • May need to hear alarms, server beeps, or equipment noises indicating issues
