Job Description:
The Chinese Military Targeting Subject Matter Expert (SME) provides direct support to III MEF, Okinawa, Japan. Responsible for identifying and developing operational and tactical target systems across People’s Republic of China (PRC). Leverages national, theater, and tactical capabilities to satisfy time sensitive/ad hoc and deliberately planned collection requirements. Continuously monitors reporting and threat streams throughout the INDOPACOM Area of Responsibility (AOR) to produce predictive and current finished intelligence products and coordinate all analytical products for dissemination. The Chinese Military Targeting SME is a member of the community of experts on the China mission set who produces assessments, reports, briefings, threat analysis, special studies, and facilitates, develops, and manages target portfolios containing detailed, actionable intelligence.
Primary Duties and Responsibilities
Analyzes and develops operational and tactical target systems across PRC AOR
Creates target development reports, studies, graphics, and briefings
Continuously monitor OSINT reporting and threat streams throughout the INDOPACOM AOR and produce predictive and current finished intelligence products and coordinate all analytical products for dissemination
Collect and analyze publicly available information (PAI) coming from a wide variety of open sources, both traditional and non-traditional
Collect and analyze data and information found on the internet, such as social media, blogs, databases, maps, videos, academic literature, news media and journals, technical publications, professional publications, and others
Formulate, coordinate, & lead the production of weekly, monthly, & tailored reports on emerging Chinese defense & security issues
Prepares targeting-focused studies and assessments of physical and cyber threats using sophisticated collection/research methodologies, and works with operational customer to assess target system/component value and identify vulnerabilities
Works closely with SIGINT, Cyber, Geospatial, IMINT (Imagery Intelligence) analysts to compile kinetic and non-kinetic target development data and information
Perform as a China/East Asia technical intelligence advisor possessing a substantial experience with the INDOPACOM AOR to include an extensive understanding of the China/East Asia mission set
Define critical intelligence topics, initiate comprehensive or unique research efforts, and analyze intelligence information to assess developments, trends, and threat implications to Marine Corps operations in East Asia/INDOPACOM AOR
Perform all-source research and intelligence analysis to review, assess, and produce intelligence products, position papers, graphic presentations and database entries supporting China/East Asia requirements.
Provide all-source analytic production on issues as related to the China/East Asia AOR including, but not limited to military capabilities, strategy, doctrine, operations, leadership intentions and decision-making, military leadership, defense and security policies, irregular warfare, civil-military relations, and defense relations with the U.S. and other countries.
Collect, analyze, interpret, evaluate, and integrate data from multiple sources in assessing relevance and significance of China/East Asia AOR developments
Plan, coordinate, and synthesize research from other analysts to prepare all-source intelligence products and respond to non-routine problems
Maintain liaison with counterparts in other government agencies and ensure coordination with other analysts, as well as other Intelligence commands and agencies
Required Qualifications
Experience with compiling, segregating, evaluating, researching, interpreting, analyzing, and disseminating intelligence information to support operations
Demonstrated knowledge of SIGINT, MASINT, GEOINT, IMINT, OSINT, and HUMINT
Full understanding of the intelligence cycle and collection fusion, analysis, production, and dissemination of products
Excellent written communication, all-source research, data evaluation and analytic skills
Excellent oral communication skills for presenting, briefing, or communicating analytical research material
Formally trained target system analyst/developer
Broad range of assignments directly related to PRC and PLA and the INDOPACOM AOR
Ability to develop/present targeting-specific findings via written/verbal formats in support of commander’s objectives
Working level knowledge and experience with intelligence automated systems and libraries
Desired Qualifications
Completion of a formal OSINT Course
Maintain 2+/2+ (DLPT or equivalent) reading and writing in Mandarin
Graduate of DoD/Joint/Service Combat Targeting Course
Graduate degree in Chinese history, culture, language, contemporary technology
Order of battle expert
5-10 years’ experience producing IC-releasable products focused on PLA
5-10 years’ experience conducting PRC-focused all source research
Education Requirements:
High school diploma or equivalent
