Information Operations Effects Specialist*

Job Description:
The Information Operations (IO) Effects Specialist will provide IO planning expertise and will synchronize Information-related capabilities (IRC) to support the Vandergrift Team (VT) of the Deputy Commandant for Information (DC I), Headquarters Marine Corps objectives. The IO Planner will develop the IO Concept of Operations (CONOPs) and Concept of Employment (CONEMPs) with traceable Measures of Effectiveness (MOEs) and Measures of Performance (MOPs). 


Primary Duties and Responsibilities:  
  • Develop information plans and influence operations in the assigned AOR
  • Conduct threat-informed, capability-based analysis driving Service, COCOM, Joint Staff, or DOD planning efforts
  • Conduct and plan strategies related to integrated deterrence and implementing analytical strategies in support of these efforts

Required Qualifications:
  • Active TS/SCI clearance; eligible for CAP/SAP/STO access
  • 15+ years’ experience
  • Graduated service-level/Joint IO planning courses or the award of the Marine Corps 17XX, Army Functional Area-30 MOS, or equivalent
  • Demonstrated expertise developing plans and influence operations in the INDOPACOM AOR
  • Demonstrated experience developing strategies for Measures of Effectiveness (MOE) and Measures of Performance (MOP) as related to Information Operations (IO) Plans
  • Demonstrated experience conducting threat-informed, capability-based analysis driving Service, COCOM, Joint Staff or DoD planning efforts
  • Demonstrated experience conducting and planning strategies related to integrated deterrence and implementing analytical strategies in support of those efforts
  • Demonstrated experience with the development and implementation of data-driven, evidence-based analytical tools promoting integrated deterrence
  • Demonstrated experience with the development and implementation of Information Operations decision support tools
  • Demonstrated experience with the development and implementation of Service or COCOM strategic communication plans

Education Requirements:
  • BS/BA in a relevant field or 15 years of progressively more responsible experience in the field of IO or MISO may be substituted for a bachelor’s degree
